Description: To work within the Asset Management division providing technical expertise on all aspects of building maintenance under the direction of the Planned Maintenance Manager, providing a high quality, customer focused repairs and maintenance service to the tenants of Berneslai Homes.
Property inspections to determine/agree repairs and maintenance needed.
Carry out stock condition surveys and provide reports as required to the Planned Maintenance Manager or designated officer on the existing condition of the housing stock.
Provide technical advice to partnered contractors, colleagues and customers.
To contract manage/supervise small improvement projects.
To assist the Planned Maintenance Manager in providing an excellent planned maintenance service.
To assist the Planned Maintenance Manager in the development of methodologies for maximising utilisation of available resources, and ensuring best value, through statistical analysis of information, planning, diagnosis and prioritisation of repairs and maintenance of the housing stock.
To work closely with the whole Asset Management team to provide a totally integrated service based upon dynamic processes and a culture of continuous improvement.
To contribute to the development of guidance notes for all aspects of the Partnering Arrangements and the monitoring of budgets.
To be responsible for the completion of surveys of condition, suitability, and energy efficiency, utilising electronic technology, and liasing with other non-technical Officers to populate any repairs and maintenance databases.
To be responsible for carrying out sample post inspections, repairs and maintenance inspections to ensure standards of completed work are maintained and prepare reports as required.
To work closely with the Planned Maintenance Manager, Construction Services and the External Partner in reviewing policy in respect of specifications, sustainability and whole life costing.
To liase with tenants in advising, approving and subsequent enforcement of standards of property improvement carried out by tenants at their own expense.
To investigate and inspect buildings reported as potentially dangerous, damaged by fire or subject to mining subsidence and report to the Planned Maintenance Manager for the commissioning of structural surveys.
To investigate and advise tenants and management on problems relating to damp/condensation, drainage, vandal damage, repair related problems, etc, and prepare reports for management.
To process requests for Aids and Adaptations and liase with Social Services, Occupational Therapists and Tenants. Liase with other members of the Maintenance Division, the Construction Services Manager and the External Partner, as appropriate, to ensure that the service is delivered to the highest standard.
To provide technical information and carry out feasibility studies for, and to attend the Aids and Adaptations Panels.
To keep the Planned Maintenance Manager informed of all matters relating to the effective management of the Service.
To be proactive in promoting and developing innovative initiatives in relation to the principles of “Rethinking Construction”.
To co-ordinate and be responsible for appropriate responses in respect of disrepair and compensation claims.
To assess void properties that have been identified for major works, to agree the specification and determine estimated costs.
To report to the Asset Manager any voids that require extensive major works for consideration for disposal/demolition.
To prepare information and reports to the Asset Manager on any issues relating to repairs and maintenance including voids, aids and adaptations and routine repairs.
To monitor the progress of repairs and maintenance activity including voids, structural works and responsive repairs.
To offer technical advice/support to other colleagues or customers in relation to repairs and maintenance enquiries.
To contribute to the work involved in carrying out “Best Value” reviews of the Maintenance Service and of the Housing Management Service.
To ensure that the Council’s Standing Orders and Financial Regulations are complied with.
To ensure compliance with all appropriate health and safety requirements and EU Directives.
To ensure a totally customer focussed approach is adopted in all aspects of the Service.
To ensure a proactive approach is taken to Equal Opportunities in all aspects of the Service.
To contribute to improving performance both within the section and the organisation as a whole.
To visit tenants wishing to make improvements to their home to assess feasibility and offer technical advice.
To investigate and respond to letters of complaint received, keeping the Planned Maintenance Manager informed at all times.
To undertake property inspections to diagnose building faults, repairs and maintenance needed and carry out Stock Condition Surveys.
To authorise partners and external agencies to amend or carry out extra works.
At the Equipment and Adaptations Panel meeting make decisions/agreeing works after discussion with Barnsley Primary Care Trust (PCT) as to what works will be carried out.
To contract manage/supervise large projects e.g. Adaptations pods/extensions, voids works.
To be responsible for the management of planned maintenance programmes as directed by the Planned Maintenance Manager.
